Samuel Bocay Nagbe, Jr. is a highly experienced project management professional with over 25 years of expertise in humanitarian, transitional, and development programs across Liberia and several African countries, including Sudan, Zambia, and the Democratic Republic of Congo. He has strong specialization in Monitoring, Evaluation, and Learning (MEL), with thematic experience in public health, gender equality, economic development, energy, and infrastructure. He has worked extensively with major international donors such as USAID, the European Union, World Bank, African Development Bank, and DFID, and is well-versed in their reporting and compliance requirements. 

Currently serving as Executive Director of the Rural and Renewable Energy Agency (RREA) since March 2024, he provides strategic leadership and oversees a large portfolio of donor-funded energy projects aimed at expanding rural energy access in Liberia. Previously, he held several senior roles within the RREA and the Ministry of Mines and Energy, including Project Coordinator and Director of Projects, where he led the implementation of major national energy initiatives. 

Earlier in his career, he served in key leadership and program management roles with international organizations such as Oxfam GB, Catholic Relief Services, and the United Nations (UNOCHA), managing large-scale humanitarian responses, public health programs, and post-conflict recovery initiatives. He also held senior government positions at the Ministry of Public Works, including Acting Assistant Minister for Planning and Programming and Administration. 

Mr. Nagbe possesses strong leadership, team management, and strategic planning skills, with proven experience in managing multicultural teams, donor-funded programs, and complex projects in resource-limited and politically sensitive environments. He holds a Bachelor of Science degree in Management from Cuttington University and has completed numerous professional trainings in project management, monitoring and evaluation, gender programming, and humanitarian response. He is fluent in English, with basic knowledge of French, and has extensive international travel and work experience.
