Engr. Richard Matenokay Tingban is a mining engineer and natural resource governance professional with over fifteen years of experience in mineral exploration, mine development, and public sector leadership. He holds a Bachelor of Science in Mining Engineering from the University of Liberia and possesses extensive expertise in mineral surveys, environmental assessments, regulatory oversight, and sustainable resource management. 

Engr. Tingban has served in several senior government positions, including Deputy Minister for Operations at the Ministry of Internal Affairs, where he directed administrative and operational activities, coordinated local governance initiatives, and supported national peacebuilding and community development programs. He also served as Director of Mines and Acting Assistant Minister of Mines at the Ministry of Lands, Mines and Energy, overseeing mining licenses, regulatory compliance, and national mining operations. 

In addition, he represented Electoral District #9 in Nimba County as a Member of the Liberian Legislature, contributing to lawmaking, oversight, and policy development on lands, mines, natural resources, and environmental management. 

Engr. Tingban has also participated in regional mineral governance initiatives as a National Mining Expert with the African Union (AU) and ECOWAS. He currently serves as Chief Executive Officer of Consultancy Africa, Inc., providing advisory services in geological exploration, mining development, environmental assessment, and regulatory compliance.
