| Mohammed M. Sherif is a Liberian economist and prominent energy sector leader currently serving as the Managing Director of the Liberia Electricity Corporation (LEC). He previously held the position of the first Director General of TRANSCO CLSG, a regional electricity transmission company that facilitates cross-border power trade among Côte d’Ivoire, Liberia, Sierra Leone, and Guinea. Mr. Sherif began his professional career at the Ministry of Finance, where he rose through the ranks from Senior Economist (2008–2012) to Chief Economist (2012–2014). During his tenure, he played a central role in Liberia’s macroeconomic planning and reform agenda. He contributed significantly to the development of major national policy frameworks, including the Poverty Reduction Strategy Paper (2008–2011), the Agenda for Transformation (2012–2017), the Liberia Public Finance Law (2009), multiple Budget Framework Papers for fiscal years 2010/11 through 2014/15, the Medium-Term Debt Management Strategy (2013), and the Risk Analysis Strategy for Budget Execution (2013/14). In addition, he served as the Ministry’s Energy Sector Focal Person from 2008 to 2014, helping to guide national energy planning and financing strategies. In the area of international coordination, Mr. Sherif led Liberia’s reporting efforts to the International Monetary Fund (IMF) under the Poverty Reduction and Growth Facility/Extended Credit Facility (PRGF/ECF) program, contributing to Liberia’s attainment of the Heavily Indebted Poor Countries (HIPC) Completion Point in 2010. He also spearheaded technical negotiations for a subsequent IMF-supported ECF program covering 2013–2015. Furthermore, he played an active role in preparing and negotiating Country Assistance Strategies with key multilateral institutions such as the World Bank and the African Development Bank between 2009 and 2013, and was directly involved in negotiating several credit agreements, including those under the International Development Association (IDA). Academically, Mr. Sherif holds a Bachelor of Science in Statistics from Usmanu Danfodiyo University and a Master of Arts in Economic Policy and Management from the United Nations Institute for Economic Development and Planning (IDEP) in Dakar, Senegal. He has also received professional training from leading global institutions, including Duke University, Harvard School of Professional Education, the IMF Institute, and the World Bank Institute. In addition to his professional work, he contributed to academia by teaching Business Statistics for four years and Public Finance for one year at the graduate program in Public Financial Management at the University of Liberia. On a personal note, Mr. Sherif is married and a devoted father of five children. |
